Joe and I became friend in 1967 when I was hired as a reclamation inspector assigned to Preston, Marion and Monongahela counties. He was my supervisor and over the years we and our families developed a close relationship. By working with Joe I learned much about forestry, especially tree identification. I also spent time with Joe marking timber and he was an expert at using that little glass like prism estimating approximate amount of timber suitable for cutting.
We had many good times together writing early surface mining regulations and driving back and forth to Charleston, WV on old Rt.19 taking almost all day to travel one way. We had many meetings discussing enforcement actions which were new at that time and Joe running interference occasionally. Carolyn and I enjoyed being with Joe and Georgia meeting in Clarksburg on a Friday evening enjoying seafood smorgasbord. Pam, is to be commended for the wonderful care that she gave her Dad. I am sorry that we were unable to attend service.
