Obituary of William Bill Phillips

William (Bill) Phillips of the White Oak Community passed away on July 26, 2021 under the care of the West Virginia Caring Facility in Elkins. He was born June 22, 1935, the son of the late Clint and Nova (Boyles) Phillips. Bill is survived by his wife of 68 years, Elizabeth (Bise) Phillips and their two sons, Lynn and wife Shelby and Greg and wife Brandi, all of the White Oak Community. Also surviving are his beloved grandchildren, Andrew, Logan and Garrett, as well as great granddaughter Madelyn. In addition to his parents, he was preceded in death by his brother James (Jim) Phillips and sister-in-law Reta Phillips. Bill had a true calling to be a teacher from the time he was a child of about four or five years old following in his mother’s footsteps who taught in several one room schools in the county. He graduated from Belington High School in 1951 and Alderson Broaddus College with the class of 1955 and he continued graduate studies at Florida Atlantic University, Southern Illinois University, West Virginia University and University of Florida. Mr. Phillips was as lifelong educator, having served in the school system of West Palm Beach, Florida, before returning to Barbour County in 1974 as the Director of Curriculum. In 1979 he became Superintendent of Schools of Barbour County. Bill was well known for his leadership abilities throughout West Virginia. He worked diligently as a servant in his community, church, civic organizations and certainly for educational improvement. During his tenure as superintendent, seven new schools were built in Barbour County which is a tribute to his dedication to quality education. Even after retirement, his desire for learning never ceased. He was a member of the Bigelow Masonic Lodge in Philippi, a 32nd Degree Scottish Rite Mason and a member of the Royal Arch Masons of WV. Bill gave his time and talents freely by serving on the Administrative Council of Fred Eberle Technical Center, Barbour County Fair Board, Belington Kiwanis Club, Tacy United Methodist Church and anyone who asked for his counsel. Although Mr. Phillips received many accolades for his career accomplishments, he treated everyone with respect and dignity and he never forgot that he was a native son of Barbour County. Mr. Phillips will be laid to rest in the family cemetery on his farm with a private gathering.
